Illinois transfer stamps: a seller checklist for Joliet, Romeoville, and Skokie
A buyer's ability to pay cash is only one part of closing readiness. Use these three municipal examples to identify the local paperwork, clearance, and inspection questions that belong on your sale calendar.
The short answer
Confirm the parcel, the required clearance, and the deadline before promising a closing date.
The same sale price can produce different municipal charges and a different responsible payer in neighboring towns. State and county transfer requirements are separate layers; a municipal stamp is not a complete closing-cost estimate.
These examples also have different timing concerns: Joliet asks for advance water/lien paperwork, Romeoville limits its clearance letter's validity, and Skokie requires advance inspections for covered rental properties. An as-is agreement should not be treated as an exemption from municipal requirements.

Joliet: verify city limits and start the water/lien request early
Joliet's published instructions apply to incorporated property. The seller purchases the municipal stamp at $3 per $1,000 of purchase price. The City asks to receive the water/lien letter at least four business days before closing and warns that later submissions may not be processed in time.
The stamp packet includes the municipal declaration, deed, and PTAX form. Newly built, never-occupied residential property also requires the City's residential disclosure form. Use the City's address-verification map and current instructions linked under Sources.
Ask your closing professional who will request the letter, assemble the packet, pay the municipal charge, and confirm receipt. A task without an owner is not a completed clearance.

Romeoville: coordinate a clearance letter with a short validity window
Romeoville identifies the buyer as responsible for its municipal transfer tax, at $3.50 per $1,000 of full consideration for a nonexempt transfer. Its instructions require village debts to be cleared, including the current water bill. The clearance process also initiates the final water reading.
The Village says clearance letters are valid for five business days. Start the inquiry early, then coordinate issuance with the actual closing schedule. If the date moves, ask whether a replacement is needed. Exempt transactions still have a published $40 processing fee; confirm the applicable documents and any separate property requirements.

Skokie: check rental inspection status before choosing a date
Skokie's transfer form assigns the tax to the seller at $3 per $1,000, or a fraction thereof, of full consideration. The Clerk's instructions require a transfer form and final water-reading request; the property must be clear of liens, code violations, and outstanding village balances before a stamp is issued.
Covered rental sales require a Property Standards inspection and correction of identified violations. This includes multi-unit rental buildings and single-family houses, duplexes, or townhouses used as rentals. Rental units in condominium buildings with more than four units are exempt from this inspection requirement. The Village says required pre-sale inspections must be scheduled at least 28 days before closing.
Give the Clerk and Property Standards staff the actual building type and rental use. Do not assume a vacant rental becomes exempt because the tenant has left, or that a cash buyer can waive an inspection.

Compare the municipal line item separately from your total proceeds
For a hypothetical, nonexempt $250,000 sale with that amount as the taxable consideration, the published rates produce a $750 Joliet municipal stamp, an $875 Romeoville municipal stamp, or a $750 Skokie municipal stamp. These are arithmetic examples, not quotes: check exemptions, the tax base, contract allocations, and current rules for your transaction.
The Illinois Department of Revenue explains that counties may impose a transfer tax and home-rule municipalities may impose an additional tax. Its PTAX-203 guidance also describes the declaration filed in the county where the property is located. Ask for an itemized closing estimate that separates municipal, state, county, recording, title, loan-payoff, utility, and other amounts. Do not subtract a buyer's municipal obligation from your proceeds unless your agreement makes it your cost.

Copy these fields into a note or print this page. Record the answer, who confirmed it, and the confirmation date. Mark unknowns as open questions instead of guessing.
- Parcel and jurisdiction
- Property address, parcel number, incorporated municipality, and county. Which official record confirms jurisdiction?
- Property and transaction type
- Owner-occupied, rental, multi-unit, vacant, new construction, estate, or another transfer? Which facts change the local process?
- Forms and authority
- Which municipal and county documents are needed, who signs, and who has authority to sign for an estate, trust, or entity?
- Amounts and allocation
- Which charge belongs to which party under the rules and agreement? Who obtains current payoff or clearance figures?
- Inspection and unresolved items
- Is an inspection required? Record the appointment, findings, correction responsibility, and written confirmation of clearance.
- Deadlines and expiry
- List submission lead times, valid-through dates, closing date, and the person who rechecks documents if the closing moves.
- Release to close
- Who confirms that the packet is accepted, the required stamp is obtained, and remaining title and funding conditions are satisfied?

Use the checklist when comparing an as-is offer with listing
A cash offer may remove a buyer's mortgage approval step. It does not, by itself, establish authority to sell, clear debts, obtain municipal approval, or resolve a contract question. Use the same checklist for a direct offer and a listed sale so that a short advertised timeline is tested against the facts of your property.

- Is the proposed closing date compatible with the parcel's municipal requirements?
- Who pays each listed cost, and which costs are still estimates?
- What happens if clearance or required corrections take longer?
